A series of rules (some written, some not) championed by Tom Alamar during The Alamarian Reforms. Put simply, the rules consist of two sets of limitations - one being placed upon provinces and the other being placed upon the Executive Council.

Provincial Limitations [Failure will result in transition to a colony]

  1. Provinces cannot attack or make war with one another outside of clearance with the Executive Council
  2. Provinces cannot attack or make war with any colony under the protection of the Executive Council without its clearance
  3. Provinces must answer to the Executive Council during times of executive necessity (i.e. war, famine, etc.)
  4. Provinces must provide transparent views into its government for use at any time by the Executive Council
  5. Provinces found to harbor non-human, intelligent life will be subject to a hearing by the Executive Council and the Department of Biology and may lose provincial status


Executive Limitations [Failure will result in Board of Magistrate investigation and penalty]

  1. The Executive Council must not alter a provincial government's structure except out of executive necessity (i.e. war, famine, etc.)
  2. The Executive Council must not alter a provincial government's laws except out of executive necessity (i.e. war, famine, etc.)
  3. The Executive Council must not alter a province's economic state by any showing of executive privilege (i.e. blockading with warships)
