IVR

The IVR (Intergalactic Vessel Registration) is a unique identifier that is used to distinguish vehicles of a common name from one another. This is assigned by a certification process. The process ends with the issuance of an “IVR Certificate” which is performed electronically.

The concept stems from the original IVR system which was developed by Internationale Vereniging to maintain the register of inland vessels throughout Europe starting circa 1874 AD.

The IVR proves that the vessel in question meets the interstellar set of approved standards for the sake of the protection of the passengers and cargo. The IVR therefore serves as a proof of quality for the owner of the vessel, the shipper, and the insurer. The IVR is issued to all vessels which meet the requirements of IVR regulations.

The IVR offers the advantage that it proves to the insurer and the shipper that the vessel is fit to carry passengers and cargo. As a consequence, a vessel with a valid IVR benefits of a reversal of the burden of proof in case of General Average. This implies that the owner can prove the fitness of his vessel by producing his/her certificate whereas, if this is the case, the burden of proof is for the party contesting the reliability of the vessel.

The Technical Commission has issued in an interstellar context the IVR, which stipulate the requirements for vessels to obtain an IVR. These regulations regard mainly the strength of the hull and the arrangement and the equipment of the cargo-section of the vessel. Regarding the purpose of the IVR, these requirements are stricter than other generally applicable regulations.

The survey of vessels is done by experts, accredited by the Technical Commission. A survey can be made in dock or on the surface in accordance with separate guidance. The very first inspection of the ship must always take place in dock in order to be able to execute a detailed check-up of the bottom of the hull and the landing system. When the vessel meets the required standards, an expert dresses a survey-report which is sent to the Technical Commission. The IVR is issued on the basis of a validity which is in principle fixed on 2½ years.
