Christmas Town and the Santa Protocol
Christmas Town is a special district of Deois responsible for the collection, packaging, and routing of all gifts delivered to children across Vieneo on Christmas Eve. Although distribution takes place only once per year, Christmas Town operates year-round, procuring materials, assembling gifts, and preparing logistics for the annual Santa Protocol.
Every December 24, Santa delivers gifts to all eligible children on Vieneo. The actual deliveries occur on Christmas Eve, but Christmas Town must receive the necessary materials well in advance so they can be inspected, packaged, and routed by colony and city.
If Christmas Town falls short of its annual material targets, contracts are automatically created on December 10 to rally players to help finalize the remaining commodities before Christmas Eve.
As of the year 2250, there are 22,290 eligible children under age 18 living on Vieneo.
Annual Per-Child Gift Requirements
Each child receives a blend of commodities based on age bracket. The following table lists the average kilograms per child per year required for Santa Protocol production.

Using the current population distribution of children, Christmas Town requires approximately:

The estimated annual cost to procure these items, based on the contemporary buying prices on Deois, is approximately: 227,957 CR
Funding From the City of Deois
To ensure the Santa Protocol runs reliably each year, the City of Deois provides:
- 300,000 CR in annual operating funds (base need + buffer)
- 50,000 CR as a small hedge fund allowing Christmas Town to buy opportunistically when prices are favorable
These funds allow Christmas Town to gradually purchase materials throughout the year. If citizens choose to sell commodities to Christmas Town during the year, late-season shortages can often be avoided.
Inventory Ceilings (Modation Factors)
To prevent hoarding or market distortion, Christmas Town uses inventory ceilings based on a modation factor multiplied by the annual need for each commodity.

If an inventory ceiling is reached, Christmas Town temporarily stops buying that commodity until December.
Contracts
If Christmas Town has not met its projected material needs by December 10, contracts are automatically created and available to the entire playerbase. Pilots are asked to deliver the remaining commodity types directly to Christmas Town so final inspection, packaging, and routing can be completed in time for Christmas Eve.
There is one possible contract for each commodity type:
- Tinsel-Town Toy Drive (Consumer Goods)
- Sugarplum Supply Emergency (Food)
- Elfworks Creative Kit Shortfall (Fabricated Materials)
Distribution
Once gifts are prepared and sorted, Santa conducts a planetwide delivery on the evening of December 24. All commodities gathered throughout the year are converted into their final gifts according to the per-child distribution patterns listed above.
This system allows Christmas Town to operate like a real economic participant while preserving the magic of Santa’s annual delivery across Vieneo.
