This grayscale map needs to me marked up with solid black pixels (RGB 0,0,0) where it is never legal to park and solid white pixels (RGB 255,255,255) where it is always legal to park. You can even use a scale from 1-254 to indicate how long it is legal (where RGB 1,1,1 is 5 minutes, RGB 254,254,254 is 24 hours) or something like that.
